राजनीतिक सुन्यताको अवस्थामा नेपाली सेनाले आफ्नो भूमिका खोज्यो

प्रधान सेनापतिले भने - 'राजनीतिक शून्यतामा सेना परिचालन हुँदैन'काठमाडौं, फागुन १० : राष्ट्रको अन्तिम विकल्पको रुपमा रहेको नेपाली सेना राष्ट्रिय शक्ति भएको हुनाले राष्ट्रिय समस्याको समाधानको लागि सकारात्मक र महत्वपुर्ण भुमिका खेल्न सक्ने उल्लेख गर्दै नेपाली सेनाले आफ्नो भूमिका खोजेको छ।
प्रधानसेनापति गौरबसमशेर राणाले नेपाली सेनालाई राष्ट्रको अन्तिम विकल्प बताउनुभएको छ ।
बुधबार शिवपुरीस्थित सैनिक कमाण्ड तथा स्टाफ कलेजमा आयोजित दीक्षान्त समारोहमा बोल्दै सेनापति राणाले 
राष्ट्रको अन्तिम विकल्पको रुपमा रहेको नेपाली सेना राजनीतिक शून्यतामा परिचालित नहुने बताउनुभएको छ ।
‘सेना राष्ट्रको अन्तिम विकल्पका रुपमा रहेको राष्ट्रिय शक्ति हो र सेनाले राष्ट्रिय समस्या समाधानका लागि सकारात्मक एवं महत्वपूर्ण भूमिका खेल्न सक्छ ।’ प्रमुख अतिथिका रुपमा बोल्दै प्रधानसेनापति राणाले भन्नुभयो, ‘तर राजनीतिक शून्यतामा सेना कहिल्यै पनि परिचालित नहुने हुँदा सेना, सरकार र जनताबीच सदैव सुमधुर सम्बन्ध हुनुपर्दछ ।’
प्रधानसेनापति राणाको सम्बोधनको मुख्य अंश:
-आफ्नो पेशागत मर्यादाको सिमामा रही वर्तमान सामरिक वातावरण र चुनौतिहरुलाई स्मरण गर्न र त्यसको व्यवस्थापनमा सेनाले निर्वाह गर्ने भुमिकालाई विशेषतः मध्यम तहका सैनिक अधिकृतहरुले बुझ्न, परिवर्तन हुन र रुपान्तरण हुन आवश्यक रहेको छ । एक पेशेवर सैनिकले असमानताको द्वन्द्व, विपरीत दर्शनबीचको द्वन्द्व, आन्तरिक द्वन्द्व, बैदेशिक शक्तिबाट प्रायोजित आन्तरिक द्वन्द्व र उपमहादेशीय द्वन्द्व वा छदम युद्धजस्ता वर्तमान सामरिक चुनौतिहरुलाई मनन् गर्दै भविष्यमा यस प्रकृतिका हिंसाजन्य संघर्ष र त्यसबाट उत्पन्न हुने संगिन सुरक्षा चुनौति र युद्धलाई समेत बुझ्न र छुट्याउन सक्नु पर्छ ।

-सेना राष्ट्रको अन्तिम विकल्पको रुपमा रहेको राष्ट्रिय शक्ति हो र सेनाले राष्ट्रिय समस्याको समाधानको लागि सकारात्मक महत्वपूर्ण भुमिका खेल्न सक्छ । तर राजनीतिक शुन्यतामा सेना कहिलेपनि परिचालित नहुने हुँदा सेना, सरकार र जनताबीच सदैव सुमधुर सम्बन्ध हुनुपर्दछ र नभएमा राष्ट्रिय सुरक्षामा नै आंच आउन सक्छ ।
आज हाम्रो राष्ट्र राजनीतिक, सामाजिक, आर्थिक तथा मनोबैज्ञानिक परिवर्तनको कठिन अवस्थाबाट गुज्रीरहेको छ । नेपालीहरु जसले देशमा परिवर्तन देखिरहेका छन्, उनीहरुका लागि यस संक्रमणकालिन अवस्था लम्बिए पनि अन्तमा एउटा ठोस निष्कर्षमा पुग्न चाहेका छन् । यो निष्कर्षमा पुग्न हामीलाई अझैं समय, धैर्यता, शहनशिलता, लगनशिलता र आन्तरिक समझदारीकै आवश्यकता रहेको छ ।

-राष्ट्र तथा अन्तराष्ट्रिय क्षेत्रको बद्लिँदो परिस्थितीले गर्दा जनता तथा सरकारले अपेक्षा गरेको कुरालाई हामीले पुरा गर्न सक्नु पर्दछ र यसैलाई मध्यनजर राखी नेपाली सेनाले आफुलाई रुपान्तरण गर्नका लागि १० वर्षे कार्ययोजना तयार गरेको छ, जसको पूर्ण कार्यान्वयनबाट अनुशासित, दक्ष, सान्दर्भिक सैन्य बलको विकास गर्दै लगेर प्रजातान्त्रिक  मुल्य र मान्यता, मानव अधिकार, सामाजिक न्याय, विविधताको सम्मान, पारदर्शी, जवाफदेही तथा राष्ट्रिय एकताको रक्षकको रुपमा रहनुपर्छ ।

-वर्तमान सैनिक संरचना परम्परागत सुरक्षा र द्वन्द्वसंग सम्बन्धित रहेको देखिन्छ । आफ्नो मुल्य, मान्यता, शक्ति र परम्परामा आँच नआउने गरी नयां चुनौतिहरुलाई सम्बोधन गर्ने नयाँ संस्थागत संरचनाले बद्लिंदो प्राथमिकता, मुख्य आवश्यकता, दक्ष कमाण्ड तथा स्टाफको संरचनालाई स्थापित गर्दछ । भविष्यमा आई पर्न सक्ने चुनौतिहरुलाई सक्षम सबल र प्रभावकारी तवरले पार गर्न योजना पारदर्शी र यथार्थपरक हुनको लागि उचित तालिम, सहि सामाग्रीको प्राप्ती तथा योग्य र दक्ष नेतृत्वको आवश्यकता छ ।

-हालसालै कार्य सम्पादन तथा बैज्ञानिक प्रणालीमा आधारित पदोन्नतिलाई सेनाको नेतृत्व चयनको मुख्य सिद्धान्तको रुपमा लागु गरेको छ र यो नयाँ नीतिले उच्च किसिमको व्यवसायिकता, नैतिक कार्य सम्पादन तथा लगनशिलताको अपेक्षा गरेको छ । यस नीतिले पदोन्नतीको गाँठो मात्र नफुकाई उच्च नेतृत्व क्षमता भएका व्यक्तिहरुलाई पनि फाईदा पुर्‍याउने छ ।

-सैनिक डक्टि्रनको पुनरावलोकन, सेनाको समग्र दर्जाको शिक्षा पद्धतिलाई शशक्तिकरण गर्ने कार्य पनि प्रकृयामा रहेको र अन्य दर्जाको तालिम केन्द्रहरुको स्थापनाका लागि आवश्यक अध्ययन समेत भइरहेको जानकारी छ ।

-अन्त्यमा तालिममा सरिक मित्रराष्ट्रहरुका शिक्षार्थी तथा अन्य सुरक्षा निकायका अधिकृतहरुको विविधता, व्यवसायिकता र ताजा विचारले बहुसाँस्कृतिक परिवेशमा काम गर्ने अवस्थाको श्रृजना गरेको छ । सैद्धान्तिक पक्षबाहेक हाम्रा सैन्य संगठनहरु र मुलुकहरुबीचको सम्बन्धलाई पनि प्रगाढ पार्न समेत यस कोर्षको दौरान रहेको आपसी मित्रता र पारिवारिक सम्बन्ध भविष्यमा पनि कायम रही जिवनपर्यन्त निरन्तर चलिरहनेमा आफु पूर्ण आशावादी रहेको छु ।

तालिममा ९ विदेशीसहित ४२ सहभागी
बुधबार औपचारिकरुपमा समापन गरिएको विदेशीसमेतको सहभागितामा सम्पन्न शिवपुरीको तालिममा नेपाली सेनाका ३० सेनानीहरु सहभागी थिए । त्यसैगरी नेपाल प्रहरी , सशस्त्र प्रहरी बलका नायव उपरीक्षकहरु १/१ जना र राष्ट्रिय अनुसन्धान विभागका प्रमुख अनुसन्धान अधिकृत १ जना सहभागी थिए ।
तालिममा बंगलादेश, भारत, मलेशिया, पाकिस्तान, श्रीलंका, अमेरिका, दक्षिण कोरियाबाट १/१ र चीनबाट २ जना गरी ९ जना विदेशी शिक्षार्थीहरु समेत कुल ४२ जना शिक्षार्थी अधिकृतहरु दिक्षित भएको नेपाली सेनाले जनाएको छ । तालिमको मास्टर्स इन स्टाट्रेजिक स्टडीमा ४१ जना शिक्षार्थीहरु उत्तीर्ण भएका छन् । नेपाली सेनाका सेनानी नारायणबहादुर थापा प्रथम भएका छन् ।
त्यस्तै एमएसएस अध्ययनमा भारतका मेजर पुनितप्रताप सिंह टोमार प्रथम भएका छन् थेसिस वर्क र कमान्ड पेपरमा शसस्त्र प्रहरी बलका नायव उपरीक्षक विष्णुप्रसाद भट्ट प्रथम भएका छन् । समारोहमा प्रधानसेनापति राणाले तालिममा प्रथम हुनेलाई प्रमाण-पत्र वितरण गर्नु भएको थियो ।
GRADUATION CEREMONY OF COMMAND AND STAFF COURSE-19 KEY NOTE ADDRESS BY GENERAL GAURAV SJB RANA, CHIEF OF THE ARMY STAFF, NEPALESE ARMY
            (20th FEB 2013)

1. I am delighted to be here once again amongst this very notable gathering of senior government officials, diplomats, intellectuals, academia, and our own future leaders, the graduates of the Nepalese Army Command and Staff Course–19. For the student officers, this day is the culmination of a year of intense focus and learning.


2. It is with great pleasure that I congratulate all the student officers for having successfully completed this extensive and demanding course. More significantly congratulations are due to your spouses. They have been your constant all weather companions and have provided you continuous support and encouragement, through all your struggles and successes. Well-done Ladies.


3. Compliments are also due to the faculty members who have put in a lot of effort to structure a very educative and pragmatic program. Without their dedication and perseverance, this graduation ceremony would definitely lack the weight and quality it possesses.


4.  Ladies and Gentlemen, this College was established 19 years ago with an aim to train and educate mid-level officers of the army, for higher command and staff responsibilities. Subsequently, the curriculum was designed to include core subjects such as operational planning, civil military relations and resource management encompassing the tactical and operational level of war. Over the years, this institution has developed into a premier center of excellence for higher military education and is also a leading institution in the field of defense and strategic studies. Within the confines of this college the profession of arms comes to life in a vibrant environment where we tap the collective knowledge of our education and expertise, to better ourselves and better our profession.


5. Ladies and Gentlemen, keeping myself within the boundaries of our trade, which is soldiering, allow me to explore and share some thoughts on my understanding of the contemporary security environment and the challenges associated with its management. This will have a bearing more importantly on the roles that you are going to play, as mid-level officers of your respective Armies in pursuit of change and transformation.


6. A professional military man must clearly understand and distinguish between the unalterable nature of war which is violence personified and the constantly evolving forms of war which manifests itself in commonly defined terms such as asymmetric, fourth generation, irregular, hybrid, sub-conventional or proxy warfare. Consequently, as practitioners of violence, it is also very important to clearly understand the utility of force, in the backdrop of the complexities generated by these new forms of warfare.


7. Military force is only one decisive element and instrument of national power available to the state to exercise its authority. Military force by itself, usually does not achieve the intended consequences. Military power can contribute significantly to resolving some political problems and sometimes may be essential in doing so, but it never operates in a political vacuum. Therefore, for total harmony among the 'Trinity'; the People, the Government and the Army, any other attempt to promote national security will be futile.


8. Today our nation is going through a historic period of complex political, social, economic and psychological change. This prolonged transition phase is inching forward relentlessly. Against all conventional wisdom peace prevails. This phenomenon to the minds and intellect of non-Nepalese, who are here for only a short period of time in Nepal, could be frustrating and incomprehensible. However, for Nepalese who have experienced the winds of change and who have a long-term stake in the well-being of their country and people, it is imperative to arrive at well thought out long-term solutions, amicably. This ladies and gentlemen needs time, patience, tolerance, determination, understanding and compromise and most importantly a realistic home grown approach.


9. The physical as well as moral integration of the combatants into the Nepalese Army is assured by imbibing in them our enduring core values and most importantly, preserving our apolitical and non-partisan character. I would not be wrong in saying that the overall fate of the peace process and the future of the nation hinges on the success of this endeavor.


10. In rapidly changing national and global circumstances, we must be competent and capable of constantly delivering to the demands of the government and the people. The AHQ has charted out a vision of transformation accompanied by a supportive ten-year perspective plan. It is a collectively shared vision of an apolitical, non-partisan, disciplined, professionally competent, ready and relevant organization whose members are submerged in values like duty, integrity, selfless service and courage. An institution, which promotes democratic values, human rights, social justice and respect to diversity, one that functions with responsibility, transparency, accountability and augments nationalism.


11. Our current organizational structure is still based upon a traditional understanding of security and conflict hence; it needs some redesigning to accommodate new realities without damaging our intrinsic strengths, traditions and core values. The new organizational structure so created, must reflect our changed priorities, address our real needs, and ensure an efficient command and staff organization, tailored to achieve any given mission effectively and in time.


12. To make this happen we need foresight in planning, innovation in conducting realistic training, objectivity in acquisition of equipment and most importantly a resilient, agile, adaptive and competent leadership.


13. Ladies and Gentlemen, the Nepalese Army has recently adopted meritocracy as the leading principle for developing and picking our future leaders. The new policy demands that you demonstrate the highest standards of professionalism, ethical conduct and perform consistently throughout your career. This new career development policy is not only expected to resolve the lingering issues of stagnation in promotions but will also level the playing field for those who deserve higher leadership positions.


14. An undertaking to review military doctrine and also strengthen the overall military education system of the Army for officers, JCO’s, NCO's and other ranks is in process and studies to establish a center of excellence for NCO training is being undertaken extensively.


15. This course, I am sure has equipped you with the necessary analytical, planning, and communication skills to transition from the tactical to the operational level of command and management. Above all it has taught you to work as a team and to distinguish yourself as effective leaders. This will serve you well in the days ahead.


16. The International student officers and the officers from our sister organization here today. Your noticeably diverse, professional and fresh perspectives have helped our student officers to constantly challenge their assumptions. Furthermore, they learn the art of working in a multi-cultural environment. Your participation is important not only because of its academic value but because they are a reflection of the growing relationship between our armed forces and nations. I am sure the personal bonds of friendship and family ties that you have developed here will last a life time and will be of significance to you in the future.


17. In conclusion this course would never have been as successful without the professional input from all concerned ministries, distinguished guest speakers, subject matter experts, various organizations and media houses. I take this opportunity to thank you all for sparing your valuable time to share your wisdom with our students. Special thanks are also due to all the generous families and friends of the College who volunteered to sponsor our international students. Last but not the least thank you to the Commandant, faculty members and all ranks of the college for a job very well done.
